Session

  • The local council is not always held but works for a specified period, which is called, 'session'. That is, session means a specific period where the council is held to activate the duties. Therefore, the council should determine how long a session is to be held once regular or irregular meeting is called. The term is voluntarily determined by the right of autonomy.
    Session is first laying before the council in the first general meeting and processed. Considering the number of proceedings and content, the agenda of determining a session proposed by chairperson, written consent of members or suggestion of steering committee is determined by the resolution at the general meeting.
    In addition, to prevent a local council ordinarily opened with no specific reason, the no. of days in a session and/or the total no. of days of session for a year are limited. Irregular meeting may be within 15 days but regular meeting shall be limited within 45 days strictly. The total no. of days including regualr and irregular meetings shall be within 90 days; if required, it may be extended up to 10 days.
  • General Meeting

    The general meeting is the highest resolution organization finalizing the proceedings of the council. Before opening the meeting, the time and date, agenda, schedules on the date and related data shall be distributed and the meeting is held once one third of the enrolled members attend.
    On the first date of a session, the opening ceremony is held, and Major and officials attend the ceremony.
    Upon the ceremony, the opening is proclaimed, the agenda are proposed and submitted. In addition, reports to review are submitted; after necessary matters are presented, the agenda are brought up and processed. In general, on the first date, relatively simple matters are practically processes, for instance, opening ceremony, determination of term, election of members signing the minutes and etc.
    Looking into the procedure of proceedings in the general meeting. the agenda are presented; a proposer explains bills and/or agenda, presentation is given in the committee of reviewing them; the agenda are voted and resolved after questions and answers and discussion. In case questions exist, the chairperson of a committee reviewing such agenda or a member pertinent to the committee shall explain; in case of a proposal, a member who proposes shall answer the questions while the discussion shall be continued in good order of consent and opposition; upon it, the discussion is closed and voting is proclaimed and exercised.
    Voting is the final step of reviewing agenda to determine the agenda by comprehending the pros and cons; it may be unanimity, show of hands, secret voting or open-vote, but if there is any discussion on consent vs. opposition, general agenda are processed by standing vote; if there is no discussion on consent and opposition, it is generally processed by unanimity. In addition, the voting method, it may be determined by the suggestion of the chairperson or the resolution at the general meeting while elections within the council shall be by secret voting, unless otherwise specified.
    Except for special matters, the voting for general agenda shall be resolved by majority attendance and consent, in which the chairperson also has the right of voting and tie shall be interpreted as rejection.
    When the daily schedules are completed, the time and date of next meeting shall be notified and adjourned.
